EVOLRETE 2014 - Evolution and planning of the national electric system

The seminar presents the main features of the new incentive schemes of Renewable Energy Sources (RES). The Legislative Decree 28/2011, on the implementation of Directive 2009/28/EC, predicted an imminent change in the regulatory system for the Italian sector of RES.

The seminar presents the main features of the new incentive schemes of Renewable Energy Sources (RES). The Legislative Decree 28/2011, on the implementation of Directive 2009/28/EC, predicted an imminent change in the regulatory system for the Italian sector of RES. These new regulations were finalized in 2012 when they were issued three important decrees regarding the revision of the incentive mechanisms for renewable energy sources (electrical and thermal):

• The decree of July 5, 2012 (Quinto conto termico)
• The decree of July 6, 2012 (Dcreto FER elettriche)
• The decree of December 28, 2012 (Conto termico).

In particular, the Decree of July 6 has introduced several important innovations defining new mechanisms and maximum capacity for incentives for the various renewable sources. In the first part of the seminar the new mechanisms (Auctions and Registers) are presented with the first results published by the GSE in 2013. The second part shows the economic impact of subsidy mechanisms on the cost of electricity for consumers. Finally, the new “Conto Termico” is described with the support of examples.
