Energy Efficiency Objectives and Opportunities in ITALY

Energy efficiency is a strategic issue of national policy, because it is the most effective and efficient way to achieve, in the medium and long term, the objectives of the European Union. In this article we discuss the main opportunities of macro sectors in Italy.

From the main European Directives (Directive 2010/31, Directive 2012/27), the national energy strategy indicates the reduction target of 20 million toe of primary energy consumption between 2010 and 2020 (€ 15.5 million toe of final energy).Are these goals actually achievable? To answer this question, RSE has analyzed the potential reduction of the sectors: residential, public administration (PA) and industry.

With regard to residential sector, the assessments made by RSE show that the Italian building stock is largely characterized by buildings with over half a century old and high consumption of heating, such that there are about 8 Mtoe of energy that could be saved. For the main household appliance, with an ideal approach that follows the trend of sales of technologies between 2005 and 2011 and with future sales in more energy efficient classes than nowadays, the energy saving is about 34 TWh between 2011 and 2030.

In the case of PA, RSE has estimated that by acting on obsolete buildings of the PA, through the upgrading of these buildings, replacement of the heating systems and of the main electrical technologies, it is possible to achieve reduction targets close to 19% (savings of about 1 Mtoe). Finally, this article analyzes the topic of energy efficiency in industry sector. In this sector, therefore, the contribution of TEE (titles of energy efficiency), could lead to a reduction of about 3.6 Mtoe per year between 2015-2020.

The presence of the incentive of TEE (about 130 € / toe saved), would be able to recoup about 96% of the potential reduction in five years. Closing the macro overview of the residential, PA and industry sectors, the reduction target of 15.5 million toe of final energy is "theoretically feasible", but to transform this potential into real actions, you must overcome many obstacles, such as lack of awareness of the potential of energy efficiency and financing of redevelopment projects.
