The present study is aimed at quantifying the positive environmental externalities (or avoided external costs) related to the achievement of the energy saving objectives foreseen in the Energy Efficiency Action Plan (EEAP) for the years 2010, 2011 and 2012.

In this paper a methodology to evaluate in monetary terms the environmental benefits of energy savings in final consumptions deriving from the Italian National Energy Efficiency Action Plan is presented. To this end a Life Cycle perspective has been adopted taking into account the life cycle of the energy carriers.

The variation in emission of greenhouse gasses and the main pollutant at regional and local scale has been estimated considering the entire life cycle of the saved energy carrier (electricity and fossil fuels) used in the end energy using sectors. Hence the avoided impacts have been evaluated in terms of positive externalities due to achieved energy savings from 2010 to 2012 in Italy. The avoided environmental costs has been then compared to national incentives for energy savings.
